Application Fees
To cover the cost of administering and monitoring the acceptance of trade waste discharges into the sewer system, businesses submitting an application for a trade waste permit are charged a set fee.
The cost per application (not subject to GST) for 2008/09 is:
Compliance Audit Fees
Businesses holding a Trade Waste Permit undergo periodical audits to check compliance with discharge limits and regulations and to confirm and amend operator details. Occasionally additional visits are required. A fee will apply for each visit by an SA Water Officer.

|
SA Water introduced a “user-pays” policy of Trade Waste Charges from 1 July 2002. It aims to more fairly recover the cost of accepting and treating trade waste from companies with large discharges than in the past.
Basic Aspects
-
Applies to businesses whose annual discharges exceed one or more of the threshold levels of flow volume, biochemical oxygen demand (BOD) and suspended solids (SS) loading.
-
Charges are based on avoidable (operating) costs, with additional charge for high concentration discharges above set limits. Capital and normal business operating costs continue to be recovered under the existing sewer rating system.
-
Charges (for all parameters) apply if one or more of the threshold values are exceeded.
-
Charges are based on total trade waste flow and pollution load from each business (excludes personal use by staff, such as toilets).
Threshold Values
-
Flow - 20 megalitres per annum
-
Biochemical Oxygen Demand (BOD) - 20 tonnes per annum
-
Suspended Solids - 20 tonnes per annum

Above best practice limit (a TDS limit is set after assessing each company’s circumstances and typically allows for salts within the mains water supply plus a reasonable amount of pollutants/ process chemicals). |
Discount
The existing sewer rating system continues to apply. For companies also paying trade waste charges, a discount is given. This recognises that the sewer rates partially cover the cost of accepting trade wastes. The discount of either one half of trade waste charge or one third of sewer rate (whichever is the lesser) applies for each quarterly billing period.
